Zoning Committee approves zone change for James Street parcel

CHICOPEE — Zoning Committee approves zone change to clear split-zone parcel on James Street. The City Council Zoning Committee voted unanimously to rezone a 9,780-square-foot parcel at 749 James Street from Residential A to Business A, consolidating zoning on property already 72 percent Business A. Applicant Duy Nguyen plans to open a coffee shop for breakfast.

Lee Pouliot of the Planning Board noted the residential portion would not constitute a legal building lot if subdivided. Residents objected, citing the applicant's regulatory history in New Hampshire and concerns about neighborhood character, traffic, and loss of buffer zones. Councilor Joel McAuliffe stated the Council cannot legally consider out-of-state violations when evaluating zoning applications.
