Chicopee Rules Committee unanimously tightens submission deadline for City Council agenda items. Councilor Frank Laflamme, citing staffing constraints in the City Council Office, proposed moving the submission deadline from 2:15 p.m. Thursday to 11 a.m. two business days before each meeting, with no exceptions for emergencies.

The committee also voted unanimously to delete Rule 10 of the Chicopee City Council Committee Rules, which required members present to vote unless a conflict of interest existed. Councilor Shane Brooks said the provision allowed members to abstain without accountability, undermining public scrutiny of difficult votes.
